Arm Axis 2 weight reductions + torsion spring relief proposal

The current arm is being evaluated to be suitable for software testing.
It has been calculated and tested that Axis 2’s expected moments are above actuator torque ratings. A detailed process proposal is required to justify the modifications that will be made to the arm
