Edit Adobe Acrobat extension preferences in Chrome Settings

From the Extensions menu (puzzle icon), select the Options menu (. . . ) for Adobe Acrobat, and then select Options.

In Adobe Acrobat Preferences window, toggle all switches off and Save preferences

Edit PDF default behavior in Chrome Settings

In Chrome Settings > Privacy and Security > Select Site settings

Under Additional content settings select PDF documents

Select Download PDFs
