License
In order for Intel to issue an academic license, we must be part of the Intel FPGA Academic Program. The application form for this program can be found here:

Managing License Administrators
Login to the Intel Self-Service Licensing Center.
From the menu bar, select Admins → View & Manage Admins.
Alterra/Logical Step Board Drivers
The Logical Step board uses the USB-Blaster driver that comes with Quartus.
Windows 10
The drivers for the USB-Blaster can be found at C:\software\Altera\15.1\quartus\drivers\usb-blaster
Windows 11
For Windows 11, we use the usb-blaster drivers that come with Quartus 23. A copy of the usb-blaster files is stored here:
Verification
After installation of the driver, it can be verified by opening the Quartus programmer. You should be able to select USB-0. This indicates that the driver was installed successfully.
