For reporting malicious or spam email to IST Security (soc@uwaterloo.ca), the they request that your send the email as an attachment (see: Identifying and reporting phishing emails for details). How to forward an email as an attachment has information on how to do this from a computer but, if you are using Outlook as your mail app on your mobile device, it is possible to forward emails as attachments from your mobile device.
Note: The iOS mail Mail app from Apple does not allow you to forward emails a attachments on iOS devices.
